Then between 1924 and 1927, he had the opportunity to continued his studies at Leiden's Rijksuniversiteit in the Netherlands guided by Cornelis van Vollenhoven. He is an architectural law professor who is known as a figure in Indonesian customary law and a legal expert in the field of international law, which is one of the conceptors of the Indonesian Nation League.
In 1927 in the biography of Soepomo it was also explained that he had held a title as a doctor with the title of his dissertation, Reorganisatie van het Agrarisch Stelsel in het Gewest Soerakarta (Reorganization of the Agrarian System in the Surakarta Region).
